18/08/09 Another tax increase for business
After my exposure of the potential tuppence-in-the-pound Business Rate Supplement in my blog of 10th July, another property tax could be about to hit businesses, particularly those in major towns and cities.
The Workplace Parking Levy (England) Regulations 2009 gives local authorities (but not those in Greater London) the power to decide whether to introduce a workplace parking levy. The stated aim of the Regulations is to reduce car commuting in favour of alternative means of transport (including car-sharing) by imposing a levy on the amount of workplace car parking provided by employers and educational establishments.
The levy applies where a property user makes parking spaces available for any third parties, such as visitors, suppliers, customers and employees. The Regulations do not specify charging levels, exemptions and discounts and local authorities will be free to decide them.
No workplace parking levy scheme is expected to come into operation until 2011 and no levy is expected to be collected before April 2012.
It remains to be seen whether employers will be rushing to fence off unused spaces and looking to amend parking rights given to employees in the light of these changes.

The photograph shown is of 24 Parkstone Road, Poole which was the branch office of Willmott & East (which merged in 1994 with D'Angibau & Malim to form D'Angibau Willmot). This office opened about 1960 and closed in 1994 just before our present offices at 15 New Fields were opened. I was there from 1971 and then opened the new office with Derek Tomlinson in 1995.
